When Anna first reaches the hotel in the Chapter Deadly Snowstorm he behaves in a very friendly way with her. But little by little Anna finds some suspicious things about him. Actually Otto was doing some illegal side business with Father lenz and another mysterious guy called Gerhard. They used to help people to cross the border and reach Germany. Plus they also did some illegal business.
In heart Otto was a good person , so when Anna requested him to drop down the illegal works , he did so.
